Why eight

City guides list too many hotels. Forty best hotels is a directory. Eight is a decision, and each city here gets three of them, one for each kind of budget.

Stars do not decide the editions. Luxury is the splurge. Boutique is the smaller hotel. Value has to leave money for dinner. A hotel sits in one edition only, ranked against the other seven.
